Hays is governed by a commission-manager form of government. Five commissioners are elected at large, serving staggered terms of four or two years, depending on how they ranked in number of votes received.
The city manager is hired by the commission and runs day-to-day activities of the city.
The current commission is comprised of Mayor Henry Schwaller IV and Commissioners Troy Hickman, Larry Schmidt, Dick Bedard and Sunell Koerner.
Ellis County has three commissioners who oversee operations of the county. They hire department heads as well as authorize the budgets for elected officials.
Current commissioners are Chairman Vernon Berens and Commissioners Dennis J. Pfannenstiel and Chris Channell.
The three other incorporated cities in Ellis County include Ellis, Victoria and Schoenchen, which have a mayor-city council form of government.
The Ellis City Council includes the mayor, David McDaniel, and city councilmen, Joeseph O. Day, Philip H. Martin, Ron Johnson, Wayne Haver, Ed Urban and Jo Anne Keller.
The Victoria City Council includes the mayor, Jerry Brungardt, and councilmen, Rod Goetz, Neil Nickleson, Curtis Unrein, Ilona Patterson and Norman Schumacher.
The Schoenchen City Council includes the mayor, Dick Klaus, and councilmen, Troy Herrman, Kevin Bieker, Jim Dinges, Tom Dinges and Ron Sauer.
Ellis County is represented in the Kansas Legislature by two members of the House of Representatives and one senator.
The 111th House District includes the city of Hays and the North, West and East Big Creek Townships. Its current representative is Eber Phelps, D-Hays.
The 110th House District includes the remainder of Ellis County as wells as parts of neighboring Rooks, Russell, Barton and Rush counties. Its current representative is Dan Johnson, R-Hays.
The 37th Senate District includes Ellis County as well as Rooks; Lane Ness, Rush, Pawnee, Hodgeman Edwards and Kiowa counties. Its current senator is Larry Salmans R-Hanston.
Ellis County is one of 37 counties making up the State Board of Education 5th District. Its current representative is I.B. "Sonny" Rundell, R-Syracuse.
Ellis County is part of the sprawling 66-county 1st Congressional District, represented in Washington by Jerry Moran, R-Hays.
